In the late 60's, a new law was passed that required all drivers to be licensed. In other words, all persons who drive a car should have a license. So the DMV began to take applications from people who would like to be part of this newly formed licensing system. At first, they received a few hundred applicants a day, and soon their task was covered by a large group of people.

However, this did not last long. Soon the number of applicants began to drop off. By day 5, there were only 10 people in line.

On day 6 there were only 5. On the 7th day there were only 2 applicants. By 9th day there was no one in line at the DMV.

In the end, the DMV had finished processing all applicants for licenses and had issued licenses to everyone who met their requirements for licensure.
